THE IMMEDIATE AND MEDIUM TERM BENEFITS OF PUNGUZA MZIGO

By Moses Kuria
If we do away with all the 1000 nominated MCAs we immediately save Kshs 12 Billion. If we reduce the number of MPs to 200 by removing all senators, nominated MPs and women reps we cut by 50% the Ksh 28 Billion allocated to the Parliamentary Service Commission thus saving Ksh 14 Billion. Already we have now Ksh 26 Billion. We have 1.5 Million secondary school day scholars in Kenya. The total cost of a day scholar is Ksh 24,000 per student, a total cost of Ksh 36 Billion. So to provide universal, free day secondary school education in Kenya we have a deficit of only Ksh 10 Billion. Now where on earth do we get Ksh 10 Billion from? In the 2016-2017 budget we will send over Ksh 300 Billion to the counties according to the Budget Policy Statement. Lets call that what it is:-Close to a third of a trillion shillings. If we reduce the number of counties to 16, even if the cost savings is not pro rata, its not rocket science to get Ksh 10 Billion from a potential Ksh 100 Billion savings. Any additional savings can go to roads, water or elimination of jiggers in the 21st century. So what would you go for? An illusional feel good factor of over representation or universal, free day secondary education for our children, rich or poor, urban or rural? Punguza Mzigo, Punda Amechoka!
